The Statue of Liberty symbolises not only the independence of the USA, but also the end of slavery. The broken chains at her feet symbolise the liberation of the slaves and the hope of freedom and equality for all people.
At the same time, the Statue of Liberty reminds us that freedom goes hand in hand with responsibility. A society can only exist peacefully if individual freedoms are exercised within the framework of laws and rules that protect the well-being of all. This balance between freedom and responsibility is essential for the functioning of a democratic society.
If the chains were wrapped around the statue's head, this could symbolise that freedom and freedom of thought are restricted by oppression and control.
